Description
The USDA Animal and Plant Health Inspection Service (APHIS) Veterinary Services (VS) announces the availability of up to $40,000,000 in funding through the One Big Beautiful Bill Act (OBBBA) and the 2018 Farm Bill for the National Animal Disease Preparedness and Response Program FY 2027 State Preparedness Funding Opportunity. Through NADPRP, APHIS partners with eligible entities to provide financial support for high-value projects to prevent or mitigate the introduction and spread of foreign and emerging animal diseases that pose significant risks to U.S. agriculture.
The purpose of the NADPRP FY 2027 State Preparedness Funding Opportunity is to strengthen State and regional capacity to prevent, prepare for, respond to, and recover from high-consequence foreign animal disease outbreaks such as New World screwworm, highly pathogenic avian influenza, African swine fever, and foot-and-mouth disease. APHIS makes funding available to support projects in animal disease and pest preparedness and response priority topic areas that are identified through consultation with eligible entities and stakeholders. Additional details about the program are available on the USDA APHIS NADPRP website.
Applicants MUST have a Unique Entity Identifier (UEI), an active SAM.gov account and an ezFedGrants account to apply. Applicants are strongly advised to start the SAM and ezFedGrants registration processes immediately to allow enough time to meet the application submission deadline. All applicants MUST have an active account in the USDA ezFedGrants system to submit their application. Only electronic submission of application packages through ezFedGrants will be accepted.
Applicants must submit applications electronically via ezFedGrants by 11:59 PM Eastern Time on January 7, 2027 . Late and/or incomplete application packages will not be accepted.
APHIS anticipates that work covered under these agreements will start between July 1, 2027 and August 31, 2027, but flexibility may be allowed to accommodate specific needs. APHIS encourages applicants to anticipate this date range when developing their project schedule. Agreements that include IT-related costs may require additional review prior to award execution.
