Description

NASA/GSFC has a requirement for Electrical Systems Engineering Services and related services to the Engineering and Technology Directorate (ETD) as required, for the study, design, systems engineering, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. NASA/GSFC intends to increase the contract ceiling by $75.6M and extend the contract’s period of performance on a sole source basis to acquire the services from Science Systems and Applications, Inc. (SSAI) to allow for the continuation of mission critical services under the ESES III contract. This extension will allow for continued contract performance and continuation of mission critical services under the ESES III contract. As such NASA/GSFC intends to extend the current contract effective ordering period by a base period of 4 months and if needed, two additional option periods of 4 months each, totaling a potential contract extension of up to one (1) year (through December 8, 2025), by which time the follow-on, competitive contract is expected to be awarded. This is a Cost-Plus-Award-Fee (CPAF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80GSFC18C0120. The rationale supporting this sole source award to SSAI is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements and is based on the nature of the work to be performed, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Sarah Odom (Sarah.Odom@nasa.gov) not later than 4 PM EDT on October 25, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-
