Notice of Intent to Sole Source Requirement This Notice of Intent to Sole Source is not a solicitation. This is not a request for quotes. The Department of Veterans Affairs intends to negotiate a sole source contract with Dartmouth Hitchcock Medical Center. Description: The Department of Veterans Affairs intends to negotiate a sole source contract with Dartmouth Hitchcock Medical Center to provide pre-clinical research support for a funded VA Merit Award. The requirement includes method optimization, performing experiments, data collection and analysis, manuscript preparation, scientific dissemination, behavioral and neural signature assessments, and evaluation of targeted brain stimulation outcomes. Dartmouth serves as the academic affiliate for the White River Junction VA Healthcare System and has an established collaborative research relationship with the VA for this project. The project relies on established scientific relationships and laboratory/core facilities at both WRJ VA and Dartmouth, including specialized laboratory resources, to support reproducible research and appropriate translation of research findings. Utilizing these established resources will save time, improve productivity, and reduce unnecessary Government spending. Based on these unique qualifications and the existing academic affiliation and research collaboration, it is the Government’s belief that Dartmouth Hitchcock Medical Center is uniquely qualified to perform the required services. Since the intent is to procure this requirement on a sole source basis, this notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers and no solicitation will be posted to Contracting Opportunities on SAM.gov. The authority for this action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS is 541715. The size is 1,000 employees. The PSC/FSC is AN41. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than the closing date on the announcement.
