Description
The USDA Forest Service requires a contractor to provide scientific and technical support for the American elm breeding and restoration program, including leading and assisting peer?reviewed manuscripts, monitoring multi?state resistance trials, coordinating establishment and conversion of disease?resistant seed orchards, and supporting propagation efforts with partners in Minnesota, Illinois, Ohio, and Vermont. Work includes data analysis, field ratings following established protocols, stakeholder coordination, orchard design, propagation support, and annual travel to project sites. Contractor personnel must possess scientific expertise in plant pathology, genetics, physiology, restoration ecology, and manuscript development. Deliverables include manuscripts, monitoring data, progress summaries, and coordination outputs aligned with milestone deadlines. "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
