Contract Opportunity Title: Notice of Intent to Award a Sole Source Contract – Epidemiology Support Services Notice ID: NIH-OALM-26-006449 Agency: Department of Health and Human Services (HHS), National Institutes of Health (NIH), Clinical Center, Office of Logistics and Acquisition Operations (OALM) Classification Code: R – Professional, Administrative and Management Support Services PSC: R499 – Support-Professional: Other NAICS: 541715 – Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) Place of Performance: Bethesda, MD 20892 Response Due Date: July 10, 2026 at 12:00PMEST Description The National Institutes of Health (NIH), Clinical Center, intends to award a sole source purchase order to The George Washington University (GWU) for specialized epidemiology support services supporting the Clinical Epidemiology Section. The anticipated period of performance is from 07/15/2026 to 07/14/2028. See attached Statement of Work Authority This acquisition is being conducted pursuant to FAR 13.106-1(b)(1), Only One Source Reasonably Available. Sole Source Rationale GWU is uniquely qualified to perform this requirement due to its specialized epidemiology expertise, multidisciplinary research infrastructure, and proximity to NIH. The proposed support includes advanced chronic disease modeling, study design, linkage of claims and clinical datasets, and sophisticated statistical methodologies that are not reasonably available from another source within the required timeframe. Response to this Notice This notice is not a request for competitive quotations. Interested organizations that believe they can satisfy the Government's requirement shall submit a capability statement demonstrating their ability to provide the required services. Responses must be received no later than ten (10) calendar days after publication of this notice on SAM.gov. Responses will be evaluated solely to determine whether competition is feasible.
