Amendment 003 : The purpose of this amendment is to update Attachment E - Questions and Answers Question Due date has been extended to 9/8/2026 at 9:00AM CST ______________________________________________________________________________________ This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Government reserves the right to make multiple awards from this RFQ. This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80JSC026Q0006 for pilot chamber testing facilities capable of performing hypobaric Decompression Sickness (DCS) studies. The facilities are to perform three test days, collecting and recording data each day as they would for a research protocol. Please reference Attachment A - Statement of Work for mor details. The provisions and clauses in the RFQ are those in effect through Federal Acquisition Certification (FAC) Number 2026-01. The NAICS Code and Size Standard are 541714 and 1000 employees, respectively. The offeror must state in their offer their size status for this acquisition. All responsible sources may submit an offer which must be considered by the agency. FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services, November 2021. The Government will award a contract resulting from this solicitation to the offer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and must be used to evaluate offers: technical acceptability, past performance, and price. FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, (November 2023). All offerors shall reference the additional submission requirements in Attachment D - Additional Submission Criteria dated 07/15/2026. NASA Clause 1852.215-84, Ombudsman, is applicable.
