This is a Defense Production Act Title III industrial base/production-capacity opportunity focused on domestic manufacturing capability, not research. It is restricted to for-profit and not-for-profit organizations and explicitly does not solicit government organizations, so a public university like OU would not be eligible as an applicant or lead partner. There is no meaningful social/behavioral/policy research component aligned to IPPRA’s portfolio areas.

It is not a research opportunity centered on human behavior, policy analysis, or survey/risk-communication work in IPPRA’s portfolio areas, and a public university could not apply directly, so the fit is effectively nil.
