8 / 100 IPPRA team judgment

This is a natural resources/fisheries field survey on juvenile salmonids for a naval base, which is outside IPPRA’s core survey, risk, energy, weather, education, and public-opinion programs. It is applied ecological monitoring with no clear social-behavioral or policy-evaluation component that would make it a plausible PI-level pursuit for this team.
