Selective Harnessing of Intrinsic Neuroplasticity Engineering (SHINE)
DARPA is funding basic or applied research concepts in targeted neuroplasticity under an Other Transaction prototype agreement.
⚑ DARPA Other Transaction (Prototype Agreement), not a standard grant/contract · Total award value limited to $2,000,000 per award including government funding and any required/proposed performer cost share · Notice says applicant restrictions are federal contract-based; no explicit class restriction beyond general solicitation language
This is a targeted neuroplasticity/biomedical defense research opportunity, which is far outside IPPRA’s public-opinion, risk communication, education policy, and hazard-response lines. The team might understand the policy context of DARPA work, but it is not a plausible PI-level fit for any roster member.
