Description
This is not a request for quote/proposal but a synopsis notice. Pursuant to Federal Acquisition Regulation (FAR) 5.101(a) Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Office of the Undersecretary of War for Research and Engineering (OUSW(R&E)) ManTech Program, intends to award a short-term, sole source bridge contract to the incumbent Contractor, PM2 Strategies, LLC. [CAGE Code: 6XL90, UEI: CNWLMKKGG848, 25679 Woodpath Trl., Westlake, OH 44145-5706]. The Contractor is currently performing services under Contract Number GS03F041GA/47QFMA21F0017 with services concluding on October 5, 2026. The anticipated period of performance for the bridge contract is from October 6, 2026, through December 5, 2026. The anticipated award will be made under the authority of FAR 12.102, Restricting competition and 6.103-1(c)(2)(i), Substantial duplication of cost to the Government that is not expected to be recovered through competition. For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The contract is intended to meet OSW ManTech’s requirement to provide technical, professional, administrative, management, policy, and operational support to OUSW(R&E) and the Air Force Research Laboratory, Manufacturing and Industrial Technologies Division (AFRL/RXM). The follow-on requirement is currently in source selection with an anticipated award date of September 15, 2026. (Ref.
