PAGE 3 "The Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center is an element of the U.S. Army Combat Capabilities Development Command (DEVCOM). Through collaboration across the command’s core technical competencies, DEVCOM leads in the discovery, development and delivery of the technology-based capabilities required to make Soldiers more lethal to win our nation’s wars and come home safely. DEVCOM is a major subordinate command of the U.S. Army Futures Command (AFC)." PAGER 11 "All submissions, technical questions, or topic clarifications shall be submitted via the ESI BAA Acquisition Mailbox- usarmy.apg.devcom-c5isr.mbx.esi-bus-ops-acq-baa@army.mil. The subject line of the email should reference the BAA Number. No discussions by the technical staff are to be held with Offeror after proposal submission without PRIOR authorization from the Contracting Officer/Agreements Officer. Once the notice is submitted, the access status on the controlled document will change to “Pending”.
