Commercial Solutions Opening (CSO) for OTA Topics Open to UTIC Consortium Members
Prototype Other Transaction Agreement projects relevant to undersea warfare that enhance military mission effectiveness or improve DoD platforms, systems, components, or materials, open to UTIC consortium members through the Navy’s NUWC Newport OTA competitions.
⚑ Applicant pool is limited to UTIC consortium members for the OTA competitions. · OTA/prototype agreement mechanism; not a standard grant or contract. · Focus is undersea warfare and DoD mission effectiveness; commercialization not the primary purpose.
This is a defense undersea technology/prototype solicitation centered on engineering and systems development, not the team’s social-science research program. It lacks the risk perception, communication, survey, valuation, or policy-evaluation focus that characterizes the likely PIs on this roster.

Description
The Naval Undersea Warfare Center Division Newport provides research, development, test and evaluation, engineering, analysis, and assessment, and fleet support capabilities for submarines, autonomous underwater systems, and offensive and defensive undersea weapon systems, and stewards existing and emerging technologies in support of undersea warfare. NUWC utilizes prototype Other Transaction Agreements (OTA or Agreements) under the authority of 10 U.S.C. § 4022 to partner with nontraditional and traditional defense contractors and non-profit research institutions to carry out prototype projects that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the DoD, or the improvement of platforms, systems, components, or materials in use by the armed forces. NUWC intends to advertise for competition at least eight separate OTAs via its Consortium OTA with the Undersea Technology Innovation Consortium (UTIC) via Advanced Technology International (ATI). For more information on these opportunities please see the below: More information on the OTA process can be found here - https://www.underseatech.org/utic-ota/ More information on the UTIC membership can be found here - https://www.underseatech.org/join/
