Description

The United States Army Corp of Engineers (USACE) intends to award before 30 September 2026, a noncompetitive firm fixed price contract to the Confederated Tribes of the Warm Springs Reservation of Oregon (CTWSRO) as part of its joint requirement for compliance with Section 106 of the National Historic Preservation Act under the terms of the 2009 Systemwide Programmatic Agreement for management of historic properties affected by operations of the Federal Columbia River Power System The Contractor will compile a National Register of Historic Places (NRHP) determination of eligibility (DOE) for the Lower Deschutes River Area under criteria A-D (36 CFR 60.4). The Contractor shall document and recommend the NRHP eligibility of CTWSRO traditional cultural properties/historic properties of religious and cultural significance to Indian tribes on a National Park Service 10-900 form, including GIS data showing the historic property boundary. The Contractor will also compile a NRHP DOE for one archaeological site in a letter report and update the corresponding site form. This project requires technical expertise and access to unique and confidential information held only by the CTWSRO, a federally recognized tribe as identified in 84 Federal Register 1200. There are no known alternatives for these services that possess the knowledge of the CTWSRO tribal history or could speak on their behalf.
